Matthias,
  Please refer to the V2 Installing the client book.
The INCLEXCL option is only allowed in the client system option
file (dsm.sys).
  DSMI_CONFIG points to the client user option file, not the
API config file. The API config file is rarely used since the dsm.opt
and dsm.sys are more commonly used.
  If you are interested in using an API config file, see the info
in the Using the API book on the dsmInit call.
