A detailed and relatively painless procedure has been documented
for fixing the problem involving deletion of rows from the
AS.Volume.Assignment table.  The procedure does NOT require that
a database audit be performed.  Please see information APAR II08975
for the correct procedure.

It sounds like you may have additional database problems other than
inability to delete rows from the AS.Volume.Assignment table.
After you perform the procedure described in APAR II08975, it would
probably be a good idea to perform a database audit to clean up
any problems left after the first database audit terminiated.
