We're seeing the same thing.  It seems to depend on how many nodes you
have registered; when we saw the problem last year, it disappeared
after we added some unknown number of nodes.  We've apparently added
enough nodes again this year to make the problem reappear.

We had an ETR open with IBM last time this happened: 9E302.
This ETR has since closed.  I've opened a new ETR, 1E229, for this
problem; get on the IP list if you're interested.
