You wrote about a low ACB problem after you went to V3R1 of TCP/IP for MVS.  We
are running the same configuration you are, and we saw someting similar (low 
ACBs)
after we went to V3.  There was no attempt to correlate it back to a product, 
but
there was maintenance located that solved the problen.  The PTF is UN75804.
