We had something similar, on CMS at level 0.8/1.8.  In our case, it flooded
the console with messages.  It was trying to do a reclamation.  It mounted
the two tapes involved, then found that it couldn't write the log and
terminated.  When it restarted the process, it forgot that the tapes were
mounted and tried to mount them again.  The operators tried cancelling the
mounts, but that didn't help either.
