We do not keep data in our DASD repository for very long. First, we have
too much data coming in (5-10GB/day) and second, it is not safe to leave
much out there for the very reason that you were concerned about. If we
lose an HDA now the storage pool volume can be deleted and the unreclaimed
data (the data lost on the HDA) will get picked up on the next incremental
dump from the clients. You can use the QUERY CONTENT command (before you
do the DEL VOL) to find out all of the files stored out on that repository
volume. At most, we lose one day's backup for some of our files.

A DDR dump is useless for all intents and purposes because it will not
be consistent once a migration kicks off, changing all of your database
pointers to your next storage pool level.
