Yes. They are independent.
ESE.automation is read by actionsvr on start up and he registers those rules, so each one should end in an Action.
nvserverd runs the internal TEC adapter based on tecint.conf.
You could write rules which use postemsg to forward events to TEC and put them in ESE.automation but they are outside of the internal TEC adapter and he has no knowledge of them. There is no way to stop them except to ovstop actionsvr and remove the rules from ESE.automation (or rename the file) before restarting actionsvr.

NV 7.1.5 on AIX.
Do rules that are in ESE.automation still get called if T/EC event forwarding is turned off?
