I _think_ that if you do a fresh install, it may have installed the
new TEC definitions by default even if the flag you mentioned is set.
I'm not entirely sure. 

A framework-based upgrade installation will keep the old definitions
by default (at least that was my experience with 7.1.2), but an
interactive upgrade will prompt you to ask if you want to install the
revised TEC class definitions (according a support engineer who
reassured me in my query about a 7.1.0 to 7.1.2 upgrade no breaking my
TEC stuff). 

It sounds like the revised definitions were installed.  See the 7.1.2
release notes for more details.   I'm not sure how to undo it but I
bet Tivoli support would have a procedure for ya.
