Be aware that using multiple rulesets has a down side as well. First, if you
use any kind of query or trap settings node, you incur multiple queries each
time the next ruleset is started. use 4 rulesets, you will do 4 queries
where as with one ruleset and a single trap setting or query node, you would
only do one database query. This is a pretty big CPU hit if you are using a
lot of smartsets.

This sounds appealing...but how does this "small ruleset" get the
output from the multiple other rulesets?  Or is there some
functionality of the ruleset editor that I'm missing?  

All I'm aware of it the File>Import function in the ruleste editor
that place a copy of a ruleset into an existing one...resulting in a
rather large ruleset.
