How does the TEC "category" slot get mapped when forwarding NV events to
TEC?  It looks like it is numeric value, but it does not seem to match the
event "CATEGORY" values defined in the /usr/OV/conf/C/trapd.conf file.
Should it, or does this map to some other variable?
