[Veritas-bu] VMS restore problem 13, Couldn't read from file /NBU$LOGS/.

Everyone, I am getting a restore problem on an Open VMS client. It seems that I am getting a permissions error when trying to write a restore to a VMS disk.. Backups run without issue.
