[Veritas-bu] Getting Status 96 with 201 scratch tapes

Here is my environment:
NBU 7.1.0.3 on an AIX 6.1 Master (also
acting as media server in this instance)
My scratch pool has 201 tapes inside
the robot. Robot is STK SL8500 with 20 9840C Drives. I am using
ACSLS.
Overnight vaults failed with the duplication
jobs ending in error 96 (unable to allocate new media for backup, storage
unit has none available).
What gives?
