VSS is better than VSP for Windows 2003 and beyond.

It is still at the mercy of the Microsoft open file BEDS type software.

>From the command prompt, on the client, run this command:

vssadmin list writers.

The Writers should return as "Stable" and should NOT have "Waiting for 
Completion"

If it is other than the above, see that your client is at the latest Microsoft 
Service Pack and / or latest VSS rollup patch.

A good verbose bpbkar log from the client will give better information on what 
is going on as well
