It is not possible to use a CIFS share as the catalog as your initial post
requested.
It is, however, possible to send backups to a CIFS share.
Three things are needed to do this.
1. A Windows Media Server
2. Change the 'NetBackup Client Service' and 'NetBackup Remote Manager and
Monitor Service' services on that Media Server to run as a DOMAIN\user account
3. Define your storage unit as Basic Disk and specify the CIFS share as
\\server\share or \\server\share\subdir
