If all you need to do to migrate to the new media is scan them in the
library and assign them to the correct media pool.

The gen4 drives will be able to write to the gen3 tapes and read from
the gen2 if you need to do restores.  If you plan on phasing out the
older media when they expire you might want to either write protect
the tapes or set up a barcode rule to move specific labels to
something other than the backup or scratch pool.  This will keep them
from getting used again.
