What does your selection list look like?  If you are using
ALL_LOCAL_DRIVES I would break it up into the individual disks and run
the policy one by one to see if a certain disk or volume is causing the
issue.  Have you looked in the tar log on the client? I've had issues
similar to this on both Windows and Solaris servers when disks and/or
file systems are going bad.
