One workaround I got from Symantec was to reinstall/repair the latest update 
file on the client.

not sure if you have done this or not?

Does anyone can help on the following issue?
I found some Symantec docs on Knowledge base but it seems no one feet my 
problem.

Upgrade whole environment from NBU 6.5.3 to 6.5.4 and have problems on several 
clients Windows 2003 (other clients in policy are OK)
