For Windows, this is false. All existing functionality on 32-bit Windows 2003 and 2008 media or master servers will continued to be supported with NetBackup 7.0. There is no NBU 7 client for Windows 2000.
For Unix servers, the statement is true and already documented in the compatibility lists as well as the 6.5 release notes.
Windows 64-bit is still a better platform than Windows 32-bit but it's not a mandatory requirement yet.
