This is what I use:

# Cmnd alias specification
Cmnd_Alias NETBACKUP = /usr/openv/netbackup/bin/, 
/usr/openv/netbackup/bin/admincmd/,
/usr/openv/volmgr/bin/, /usr/openv/bin/, /usr/openv/netbackup/bin/goodies/

%sysad  ALL=(ALL)       ALL
%sysad  ALL=(ALL)       NOPASSWD: NETBACKUP

Obviously I have a unix group called "sysad" set up at the unix
level.
