I agree, VSP has always had problems
and those have not been fixed, to my knowledge. The preferred method now
is to use VSS if you can. I read something that stated VSS could be used
on Windows 2000 as long as you have a certain Service Pack, but I have
not investigated that any further.

I think you're confusing VSS with VSP. Veritas Snapshot Provider
is the problem and it shouldn't be used on Windows 2003 or later. VSS,
the Windows Volume Snapshot Service, is the replacement, and support for
this comes from Microsoft. There are patches for this, but in general
this works well.
