The minimum config in the matrix for a master not doing any client
backups starts at 4 CPU.

Since you want this to be a master/media, add, in addition to the
"master server" power, the specs for a media server.
1 CPU for OS and Netbackup, 1 CPU per Gig E connection, and 1CPU for
every 2 LTO3 drives.

Looks like you're SEVERELY underpowered.
