I am facing the same issuein my environment,
the problem lies with the nbemm daemon, because it is the daemon that allocates
the resources , so whenever i face the issue, i just run the command
#nbemm -terminate
#nbemm
It will bring all the queued state backups
into the active state.
Also what symantec suggessted me after
checkung the logs that there is a memory leak problem with the daemon,
please check the top command output at the time you face this situation,
nbemm will be consumming the more paging space , and will be in the hung
state.

This has happened twice before. Stopping
everything on master and all media servers and then restarting one by one

what's causing this.
Any ideas?
