I know part of the answer. An exception to an exclusion is
like saying you want to exclude C:\Windows with the exception of
C:\Windows\system32. Your Exclude list would have C:\Windows and in the exceptions
window below that you would have C:\Windows\system32. The only data that
will get backed up from that Windows folder is the system32 folder.

Folks,
I am trying to figure out why some of my Windows FlashBackup clients have their
excludes ignored and others don’t. I was under the impression that you
can have exclusions even when using FlashBackup. I noticed the following
statement in the Advanced Client Sys Admin guide – “FlashBackup-Windows
policies do not support exceptions to client exclude lists.” I’m
not sure what “exceptions to exclude lists” are. I am running 5.1
MP6 on my clients.
