/usr/openv/netbackup/db/class are directories of text files.  I'm rather
sure it's not supported, but I've moved them from 5.x to 6.0 with good
success.

I'm sure I'd try it from 4.5 to 6.5 and see how well it works.  You can
always just delete the policies and redo if there's a problem with them.
