You will have to use the command line "bpchangeprimary" command.

Is this done in the configuring multiple copies option (in the policy menu),
then switching the two around as I have tried this option?  not sure if i
have to do something else apart from changing pool names around so pool B is
the first one?  dont want to expire pool A tap if possible.
