Also, there is a big difference between a manual backup and one that is resubmitted.  If you right click on the failed job and say resubmit, it will get another status 196.  You need to manually submit from the policy.

There are many reasons for this.  If you don't have enough tape drives, jobs will back up behind them, and eventually your backup window will close before the jobs get to run.  You could have too few jobs per client or per storage unit.  You could have multiplexing off.
 
The activity monitor in 6.0 will show the jobs with the status 196.  Look at the jobs and the parents of those jobs and it will tell you what it's waiting for.
 
You didn't say what maintenance pak you were running - you should be at least at MP4 and preferably MP5.
 
You also said that NONE of you jobs ran.  In this case, since nothing is running anyway, it won't hurt to reboot your master server.  Once NetBackup is back up, manually submit one job to see if it starts to run.
