Yes you can. There is actually a procedure that Veritas has to do a disaster recovery without importing tapes. I don't have the doc number handy, but it details what you are asking about.
It is part of my DR plan and I have tested it sucessfully on 3 different occassions.
The trick is to put a FORCE_RESTORE on the master that did not do the original backup so it won't be trying to mount the tape on a non-existing server.
