Since it wasn't explicitly mentioned - you can tell your policy to
backup everything. The exclude file modifies that "everything" to mean
"everything but what is in the file".

Yes, creating the file /usr/openv/netbackup/exclude_list will work, but
it affects all backups done on that client
Better to create /usr/openv/netbackup/exclude_list.[policy name]
