Since NBU installs GNU tar and uses that for backups you might want to
try just doing a test with that tar (not the one that was installed with
your Linux though that is GNU tar as well) and see how it handles
specifying the ~ or the \~ in exclude.

Hrm, I am not sure if it would work but you could try \~VT - see if it 
will take a regular expression by putting a backslash before the 
character.
