Or just use Quantum DLT-S4s.  90MB/sec write times, 800GB uncompressed per tape 
and they fit in all the same Quantum Libraries as LTO3s.  Not only do they fit, 
but Quantum charges the same price for LTO3 as they do for DLT-S4 for the 
libraries and maintenance.

The IBM TS1120 drives cost over $35,000 each.  I can't find any
vendors selling the 700 GB tapes and the 500 GB tapes are over $150
ea.

For the cost of 2 of those, you could get
- 1x  200 slot Quantum library ($20k) with
- 4x  FibreChannel LTO-3 tape drives ($10k ea), and
- 100x  LTO-3 tapes (~$7500).

LTO-3 drives can use your LTO-2 tapes so there is no requirement to
copy them over to new tapes.
