I had this happen to me when my drives were mismatched on the robot. I
had a robot with 4 drives and what the robot called drives 0,1,2,3 were
actually configured in NB as 0,3,2,1. When tape went into NB drive 3,
it was actually in robot drive 1. I confused NB and used all of my
tapes. I had to call support to figure this out. Do not know if this
is your issue.
