First suggestion - turn VSS on from the Netbackup Master Server properites
for the client

1) From NBU Master, Expand Host Properties
2) Select Master Server from the left pane and right click your Master
Server on the right and choose PROPERTIES
3) Select Client Attribues
4) Click ADD, enter name of the client
5) goto the Windows Open File Backup tab and turn off Enable Windows Open
file backups
6) Apply and OK it
7) restart all services - also on the client. Attempt backup again

There is a Technote article on Status 156

http://seer.support.veritas.com/docs/276739.htm

Most reasons also, is that it has run out of space, and needs to be
configured on a global drive (as an example).

The above steps help prove the backup will work without VSS

The Technote gives suggestions as well.

HTH
