I'm pretty sure it does not.  However, OpenVMS doesn't really need it
since it can restore to alternate hardware without any weird and
wonderful driver changes.  The instructions for a system disk restore
are fully documented in the VMS PDF - make sure you read this if you're
a VMS admin.
