I just see NetBackup as is shown in the following image.

Is there any chance you're running the "NetBackup Server" product,

as opposed to the "NetBackup Enterprise Server" product?

 

This is controlled by license key, and can be viewed

via the Admin GUI: 

  Help --> License Keys...

  Double-click the feature entry for "Base NetBackup"

  The "Product:" line should say: "NetBackup Enterprise Server"

 

  If instead you see "NetBackup server", I bet that's the reason

for the missing checkbox.
