You can fight with this for a long time, but frankly you won't solve this.
There will be cases where SQL will not get started and there's not much you
can do about it because NetBackup does not give you the hooks you need to
solve this properly.  Think about the cases where a single stream fails and
needs to be restarted.  You'll find yourself in a situation where your
database was either not shut down first because you had already started it,
or you'll find that the database was never started after all of your backups
have completed.  There is no guarantee as to which stream will end first.
