Hi
Here is what has worked for me in the past
Check for hanging SQL backup/restore and kill any of those
Close SQL backup GUI on the client
Stop the netbackup client service on the client
Check for dbbackex.exe processes on the client and kill any
Make dbclient and dbbackup under netbackup\logs on the client
Start netbackup client service
Start SQL backup GUI
Start restore
Check logs
