Unfortunately, no. Plus there is no command for all cases. You _can_ use
bpgetconfig to see Windows clients' exclude list, but bpgetconfig does
NOT work for UNIX clients. For UNIX clients, you would need to script
something to look at all the exclude_list files (via ssh or bpgp or
something like that). Warning. bpgp can be very dangerous if used
incorrectly.
