This might be a problem with window's rsm. There is a symantec (veritas) tech
note on turning this off for the tape drive.

Hi there,
I'm currently having a bit of trouble when it comes to my LTO2 drives in a
Windows 2003 based NetBackup 5.0 installation.
1. The drive appears to get downed in regular intervals by the media manager
without a reason... bptm log says nothing about that...
2. The performance of the drives is a mess... about 10Mb/s... any proven
parameters for the SIZE_DATA_BUFFERS and NUMBER_DATA_BUFFERS files?
