First I can't understand why putting the 'stand-alone drive extensions' to 
disabled is ok according the manual. If you have a stand alone drive you must 
put enable.
Nevertheless with my experience to put a standalone drive to work fine with 
media pools is something like "the will of fortune". Sometimes works, some 
other don't. I'm not surprised that in your case the drive was working before 
and now not.
The solution I fount is to work only with netbackup pool and definitely not use 
scratch pool. Try not to use the scratch pool first and if that not help do a 
try with netbackup pool. I know that is very strange but I've open more than to 
cases with veritas with different customers but I have no lack till now. And 
Always put the SQL and other database policies first.(this is strange too, but 
I had a case)

Now if you are using the netbackup pool I don't have something to say

is the tape availabe or active? or is it frozen, dbbackup or some
otherstatus as reported by
/usr/openv/netbackup/bin/goodies/available_media(assuming unix)

A customer of mine has one remote location with a stand-alone tape
drive. He rotates the tape cartridges manually every day. Since last
week, Netbackup refuses to use the tapecartridge that is in the drive. I
already checked that the cartridge is recognized by AVRD, and the
