NetBackup isn't very friendly shutting down at all...
I typically do a:
# /usr/openv/netbackup/bin/goodies/bp.kill_all
Sometimes this won't kill everything and it will hang in which case you
may have to manually kill some manually with a kill -9 and run it again.
Then run bpps and vmps to verify that everything really is down.
Finally, start the whole thing back up again.
