What is your policy name and schedule name?

exclude list needs to be in the following format:
exclude_list.policy_name.schedule_name
=20
NetBackup interprets your file name =
exclude_list.UAE_EBI_DEV_HRMS_INST01_FS01_Special.tibco1=20
as:
Policy : UAE_EBI_DEV_HRMS_INST01_FS01_Special
Schedule : ibco1
=20
Therefore, if you policy name is =
UAE_EBI_DEV_HRMS_INST01_FS01_Special.tibco1, NetBackup will not apply =
the exclude list.

Hope this helps! (If it doesn't, create bpbkar log on the client and see =
how it reads and interprets the exclude list).
