Hi Steven:

I don't use Fedore Core 3, but we've implemented backups in RHEL 3 & 4
(the latter based in Core 3) using NBU. The only thing you have to do is 
install "legacy support" in your Fedora servers. NBU uses that libraries 
(I think they are based in RH 8 libraries) and I think they also "fake" 
the /etc/redhat-release which is the file 3rd party apps use to know 
which platform are you running. I've backup'ed RH 8 servers with NBU 
4.5FP and RHEL servers with 5.1 this way.
