I've seen Veritas documents suggesting you set tcp_time_wait_interval to
1000 (1 second).  But they caveat this with saying to bring it down in
stages.  This is off of document ID#264886 and from their Performance
and Tuning course.

When we get rc=3D25, we throttle this back on our media servers, and
currently have it set from 10000 to 30000 across our (HP) systems.

Has anyone had any experience or seen what is causing FIN_WAIT_2 and
TIME_WAIT on the ports when backup jobs are running or have finished?
The default tcp_time_wait_interval on our HP-UX Master Media server is
60000 milliseconds (1 minute).  Our master server is in a cluster.
