Have you tried to copy the policy to a new policy with another name?
I had this some days ago. It was working fine since then.

Dear friends,
Have you experienced this situation: your backup schedule that due to run 
didn't actually run ? I've checked that all media manager and netbackup daemons 
run well.
Please share with me.

We use Netbackup Data Center 4.5 MP6.
I found bellow entries in bpsched log :

02:51:07.941 [13523] <8> bpsched_main: another regular bpsched is already 
examining the policy configuration
03:01:08.243 [14217] <8> bpsched_main: another regular bpsched is already 
examining the policy configuration 03:11:07.490 [14910] <8> bpsched_main: 
another regular bpsched is already examining the policy configuration
