[Veritas-bu] Multiple copy Queued

All,

Can anyone help with this following problem:
I made some test backup with multiple copies using NetBackup 4.5 MP5.
We use two Policies A,B with one Volume Pool and two Robots. 
First I start the Policy A, NetBackup take one Tape in Robot0 and one
in Robot1 for the copy.
Second I start the Policy B, NetBackup don't see more avalaible Tape
and Policy B is Queued.
Why Policy B don't take another Tape in Scratch Pool? Why it's queued?
