sorry, I take back what I said earlier, I didn't read through the whole thread 
of the mail.

My workaround to the single stream of staging II in DSSU is to define multiple 
DSSU, and put them in same storage unit group, define proper maximum jobs per 
storage unit to split the backup data to different DSSU. So in the staging II,  
I will have multiple streams to drives.

you should be able to do that by in-line copy in staging two for the first 
question.

1. No, it's currently not possible to relocate from a DSSU to multiple
tape drives.  Also a rumored feature of the next big release though...

2. No, multiple retentions won't get duplicated to the same tape.  There
is a setting to "allow multiple retentions per media", but it's not a
good idea in most environments.  (too easy to end up with an almost-empty
tape that never expires due to a single long-retention image)
