Does management know that "excluding files" is not correcting the 
problem of a partial backup, but just masking it?

Does management want those files backed up or ignored?!

Indeed, I don't think partial backups are successful!  Is the status 
code 1 because of some files I *really* do care about?  NetBackup 
doesn't make it easy to tell.

Anyway, to the question, on Unix, the excludes are files on the client. 
Normally, the all-policy, all-schedule file would be

   /usr/openv/netbackup/exclude_list
