David,
 
We currently backup over 280 clients spread throughout our city over a
variety of links averaging about 17 TB a week.  We are utilizing Fiber,
T1's and even factual T1's for the remote sites.  Everything works OK,
but of course trying to backup a 30 GB server over a T1 takes some time
(like 3 days).  Most are scheduled after hours as to not impact normal
LAN traffic.  We decided against creating a separate backup network
(because of cost) except for servers that reside in our security PODs. 
These utilize a separate Layer 3 switch to handle backup traffic.
 
We have several SAN media servers, but all are located in our main data
center with the libraries and Clarion (which we have started using for
disk storage units) everything else is solely a client of two which are
media servers also.  Our data center operators monitor the jobs and
restart any failed backups along with their other duties.  We have
between 4 to 5 operators per shift (3) covering a 24 x 7 environment. 
We also have two people that administer Netbackup.
 
We have investigated extending our SAN to several building in the core
downtown area, but have not seen a cost benefit of doing this at the
present time.
