De-activating all the policies isn't really that bad, even if you have many of 
them.

Here is the windows command I use to do it. I'm sure there is a similar "for" 
command that could be used on Unix.

For /f %i in ('bppllist.exe') do bpplinfo.exe %i -modify -inactive

bpconfig -tries 0

will do it for you as well...

I complained about this to Veritas and was told it was a "new feature" and
was done on purpose.  I tried to convince the guy that this was a great
feature to have and had advantages to stopping bprd, deactivating policies
or downing drives, but then gave up when I found out I could still do it
from the CLI.  Oh well, so much for trying to help them...

Go to veritas/netbackup/db/config open the behavior file and change the
TRIES_PER_PERIOD to 0

I used to set "tries" to zero to prevent backups from run as scheduled.
That isn't allowed in v5.1.  My robot is down and I can't prevent backups
from running until it gets fixed.  I will de-activate all policies but would
like to know if there is a better way available.
