Looks like we use the netbackup schedule. The start window for our
weekly's
is from 3 till 12 AM. Can we safely extend the BPSTART_TIMEOUT to 28800.
This is the
time we must wait for an oracle update job to finish before we stop oracle
and start the
cold backups.

Have I misread the doc?
This is a snippet from the bpbackup command in the admin guide
======================================================
On master servers
Using the second form of the command shown above, bpbackup starts an
immediate-manual backup of a client. This variation requires the -i option
on the
bpbackup command and is available only to the administrator on the master
server. It is
the equivalent of starting a manual backup from the NetBackup
administrator's interface.
Use the -h option to specify the host.
=======================================================
Currently our operators are performing the backups by using the 'button' on
a windows server running the admin console. If we fire the bpbackup command
on the master/media server what will we lose?

The biggest disadvantages to rolling out your own scheduler is that you
are now responsible for making sure that there are tape drives
available, and you must handle any and all failure scenarios. If you
let NetBackup worry about failures, retries happen automatically based
on a scheduled that you've already defined.
We've done some of our scheduling with NetBackup and with other backup
products, and frankly, it just sucks.
